From July 1, 2021, people can make citizen identification cards at temporary places of residence

Circular 59/2021/TT-BCA guiding the Law on Citizenship Identity, effective from July 1, 2021, will allow people across the country to do CCCD at their temporary residence.

Specifically, on the receipt of applications for issuance, renewal and re-issue of Citizenship Identification Cards (CCCD), Clause 1, Article 10 of Circular 59 states:

Citizens directly go to the competent police agency to receive the application for grant, change or re-issue of the citizen identification card in the place where the citizen permanently or temporarily resides to request the grant, change or re-issue of the citizen identification card.

Clause 1, Article 13 of this Circular also stipulates that the CCCD management agency of the district and provincial police offices shall arrange a place to receive and directly receive dossiers of application for issuance, exchange and re-issue of CCCD cards with chips for citizens who have registered permanent residence and temporary residence registration in their locality.

Thus, according to this regulation, from July 1, 2021 – the effective date of Circular 59/2021/TT-BCA, citizens across the country can submit dossiers and carry out procedures for grant and change. , re-issue CCCD card with chip at the place of permanent residence registration or temporary residence registration place.
